To create the screen disruption, start off in Premier Pro and duplicate the video layer. go to where the disruption will start and set a keyframe and go to the next frame and move the duplicated layer either the left or right. Then go 2 or 3 frames and set a keyframe then on the next frame, move it back to the default position. Then do the same but move the image down or up instead of left or right.
Then apply a video of static over the top and set the blend mode to screen.
Also add a Please stand by screen at the end to make it look like the transmission has ended. Make sure to leave a gap between the video and the please stand by screen so that the static can play on its own for a second or so.
